Procedure:
1. Place the balloon over the nozzle and pump to fill with water.
2. Without removing the balloon, stretch the free end of the balloon and wrap around the tying device.
3. Remove the opening of the balloon from the nozzle and push it through the slot of the binding device.
4. Quickly pull the balloon off the tie and the balloon is ready!
